RESOLUTION #1
That the WSCCCE continue to fully support and assist workers in the State of Idaho to organize and become members of our Union; and that this convention commemorate the brave souls of Local 433 who fought so fiercely and against all odds to protect and defend their rights.
RESOLUTION #2
That Council 2 uses its influence to ensure a fair, scientifically based census; and
that delegates to this convention educate their memberships about the importance of the census and enlist their involvement.
RESOLUTION #3
That AFSCME Council 2 shall monitor prison privatization developments throughout the state and apprise all Council 2 affiliates of its findings on an ongoing basis; and that AFSCME Council 2 and its locals use such strategies as cost comparisons and feasibility studies, lobbying state and local government officials, publicity campaigns, appropriate legal action, and the passage of legislation restricting contracting out in order to stop prison privatization.

That our union mobilize its resources to fight the effort to privatize Social Security and encourage our members to call their U.S. Senator and Representatives at 1-877-722-7494 and tell them you are opposed to privatizing your future.

That the over 14,000 members of AFSCME, Council 2, Washington State Council of County and City Employees go on record calling upon Kaiser Aluminum to withdraw the replacement workers from its five plants as a show of good faith to its unions and their communities and return to the bargaining table to negotiate in a fair and equitable settlement; and that AFSCME, Council 2, Washington State Council of County and City Employees continue their financial and moral support of the striking U.S.W.A. members until such time as they approve a contract with Kaiser.

That AFSCME and Council 2 continue to fight paycheck deception wherever it occurs.

That Council 2 publicizes and supports S 74 and HR 541.

That Council 2 affiliates contact their central labor council about creating and participating in a Workers Memorial Day each year. And that delegates to this convention bow their heads in a moment of silence for our brothers and sisters who have lost their lives since we last convened.
RESOLUTION #9
That Council 2 and the delegates to the convention continue to educate and encourage our membership on the benefits of deferred compensation so that they can enhance their retirement funds and/or retire prior to 65 years of age.

That the Washington State Council of County and City Employees, along with its affiliates and members, continue its commitment of staff resources and funding to continue organizing throughout Washington and Idaho.
RESOLUTION #12
That Council 2 continues to pursue its legal and legislative efforts to correct this long-standing injustice [that our Union has sued the retirement system for its illegal use of our retirement assets]; and that Council 2 holds its endorsed legislative candidates accountable in supporting pension reforms.
RESOLUTION #13
That the Washington State Council of County and City Employees monitor the referendum and initiative process to ensure our interests are protected and educate our membership on the effects of referendums and initiatives; and that the Washington State Council of County and City Employees become politically involved in opposing or supporting initiatives detrimental or beneficial to our membership.

That Council 2 continue to prioritize its political involvement through training, education, and legislative efforts; and Council 2 oppose any and all efforts to limit the input and involvement that working class individuals and families are allowed in the political process through their participation and involvement in Political Action Committees and other organizations such as the union.

That Council 2 oppose all efforts to subcontract or privatize public services currently provided by state and local governments.
RESOLUTION #16
That AFSCME, Council 2 encourage locals to support and seek contract language to address these issues, not limited to the following: 1. Catastrophic/illness leave which allows the employee to spend time with a family member without risk to his/her job or health insurance; 2. Extended maternity and paternity leaves which allow the employee to spend up to six months with his/her child without risk to his/her pay status, health insurance, or seniority rights; 3. The institution of flexible work hours and job sharing allowing employees to meet both their family obligations and maintain employment; 4. Employer financed on-site childcare; 5. Employer financed long-term disability insurance: 6. Employer financed dependent coverage; and, 7. A guarantee that the employee has the right to use sick leave to provide care for ill or injured family members; that AFSCME, Council 2 support such programs through training, education, and bargaining of these employee benefits; and that AFSCME Council 2 lend its support to any and all legislative actions which address these issues.
RESOLUTION #17
That this convention go on record supporting American men and women in their pursuit of this cause [support for the Kosovo people]; and that Council 2 notify our International union of our action so that it might be included in its lobbying in Congress.
RESOLUTION #18
That the Washington State Council of County and City Employees continue to lead the fight for anti-displacement protections and labor standards for welfare workers; and that the Washington State Council of County and City Employees encourage every Local to diligently monitor their workplace for violations of Welfare Reform.
RESOLUTION #19
That AFSCME Council 2 vigorously and publicly pursue enhancements and options to the existing retirement system, reflecting the diverse needs of its membership; and that AFSCME Council 2 work with the existing coalition of labor unions and associations to lobby the Washington State Legislature for retirement enhancements and options for public employees; and that AFSCME Council 2 makes this a primary objective for its legislative agenda for the 2000 legislative session.
RESOLUTION #20
That AFSCME Council 2 strongly supports federal legislation to enact comprehensive patient protection standards that improve health care quality while assuring access to affordable care; and this convention declare that a patient's bill of rights must include the right to sue one's managed care plan or hmo or denial of medical care.
RESOLUTION #21
That Council 2 urges employers and federal and WISHA programs to acknowledge that workplace violence is a serious, recognizable, and preventable health and safety problem and that, like other workplace health and safety issues, it is the employer's duty to provide a safe workplace and it is the responsibility of the federal and/or WISHA programs to enforce that duty; and that Council 2 urges employers to comply with OSHA's Guidelines for Preventing Workplace Violence for Health Care and Social Service Workers and Recommendations for Workplace Violence Prevention Programs in Late-Night Retail Establishments, and urge that employers who are not in compliance be cited; and that in order to prevent violent incidents, Council 2 urges employers to install safety devices in the workplace, increase staffing levels, develop training programs, institute counseling or debriefing programs for victims, establish victim compensation funds and take whatever other actions are needed to protect workers from assault; and that Council 2 work with management to address worker-on-worker violence by developing labor-management programs that reduce workplace stress by referring employees to Employee Assistance Programs, and that Council 2 oppose management efforts to use profiles, psychological screening, and other inaccurate or invasive methods to screen out troublesome employees.

CONSTITUTIONAL AMENDMENT #I
ARTICLE VIII
THE EXECUTIVE BOARD OF THE STATE COUNCIL
Section 1. Members of the Executive Board (A) The officers of the State Council and Executive Board members elected by their respective districts, as outlined below, shall make up the Executive Board of the State Council.
District #1: Snohomish, Whatcom, Skagit Island, San Juan. District #2: King. District #3: Pierce, Kitsap, Clallam, Jefferson. District #4: Thurston, Mason, Grays Harbor. District #5: Lewis, Cowlitz, Skamania, Wahkiakum, Clark, Pacific. District #6: Kittitas, Yakima, Benton, Klickitat, Franklin. District #7: Walla Walla, Columbia, Asotin, Garfield, Whitman, Adams, Lincoln, Ferry, Stevens, Pend Oreille, Okanogan, Douglas, Chelan, Grant. District #8: Spokane. District #9: Idaho.
(B) Each district of the State Council shall be entitled to one (1) Executive Board member for the first 1,000 members or fraction thereof, and one (1) additional Executive Board member for each additional 1,000 members or fraction thereof. No more than one of these members shall come from the same local or chapter, provided that this new threshold shall not take effect until the 2001 Council 2 Convention. And that there shall not be a reduction in the number of current Board members in 2001 unless the district drops below the 800 members threshold.
(C) Executive Board members shall be elected according to the provisions of the Elections Code, Appendix D of the International Constitution.
(D) Executive Board members shall be elected to their respective district caucus during the regular convention of the State Council.
(E) Executive Board members shall be elected for a two (2) year term.
CONSTITUTIONAL AMENDMENT #2
ARTICLE IV FEES, TAXES, AND DUES
Section 1. (A) Members of locals affiliated with the State Council shall pay monthly dues of 1.4% of their base salary with a minimum of $9.05 and a maximum of $36.30 effective January 1, 2000; in January 2000 and each January thereafter, the minimum shall be increased by 50% of the International constitutional formula and the maximum shall be increased by 100% of the International constitutional formula on January 1st of each year. This total amount of dues shall be deposited in the Council 2 Trust Fund. Each local and chapter shall receive the constitutionally specified rate for each employee affiliated with the local or chapter. The Council shall pay from the Council 2 Trust Fund all constitutionally required affiliation fees for each member.
The following shall be dedicated funds:
An amount equal to at least the 1993 budgeted dollars shall be placed in a separate account to be used solely for the Political Action program.
An amount equal to at least one dollar per member per month for that percentage of members who pay the maximum dues shall be budgeted for the sole purposes of funding the Council 2 Training and Convention Program with at least one-third (1/3) of the funds collected to be dedicated to local training programs.
(B) A local or chapter may be suspended from membership in the State Council when it is two months delinquent in payment of its Council per capita tax. The Secretary-Treasurer of the Council shall notify the International President of any suspensions.
