1.3 Million Dollar Health Insurance Settlement: Largest in Life of Union

Members of the Washington State Council of County & City Employees, AFSCME, AFL-CIO who work for Snohomish County:

Your Union is pleased to inform you that in the largest monetary settlement in the life of the Union, Snohomish County will be transferring 1.3 million dollars into your Health Insurance Fund.
 
The 1.3 million dollars will be solely used to lower your payroll deductions for health insurance (see table).
 
Additionally, the agreement will provide new procedures and a new level of transparency that will go a long way in keeping administrative costs as low as possible while maintaining benefits.
 
The effort by the Union, which began in October of 2011, involved all of the Snohomish County Local leadership, several members of the Council 2 staff, our outside CPA auditors, Lindquist LLC and our insurance consultant Jack Loos.
 
This has been part of a push that in the spring of 2012 resulted in a much better long-term disability insurance plan and in 2013 resulted in an improved dental plan. Both of these saved the County dollars that can be again used to maintain benefits.
 
The payroll deduction changes are effective July 1st and will be reflected on your July 22nd paycheck. The settlement has been structured this way so it results in a tax-free increase in your paycheck spread out over the coming years (depending on the level of medical insurance premium increases in the future). However, these rates are locked in until 4/01/2015 and will be certainly better than they would have been beginning in April of 2015 if a premium increase is necessary.
 
The new payroll deductions (employee contributions) are as follows:
 
       Plan A:            Employee       $5
                              Spouse           $20
                              Child               $8
                              Family             $24
 
       Plan B:            Employee      $10
                              Spouse          $39
                              Child              $17
                              Family            $46
 
       Group Health:  Employee      $0
                               Spouse          $0
                               Child              $0
                               Family            $0
 
IMPORTANT: The County will have open enrollment from Wednesday, July 16th through Wednesday, July 23rd.
 
Any change in plans selected by employees will be effective for payroll deduction in your August 22 and September 7th paychecks.
 
Implementation of the change will be September 1st.
